Hillary Waterhouse, MPH, CIH, Principal and Owner of Waterhouse Technical Reports & Case Documentation, LLC, has earned a regional and national reputation for her detailed exposure assessments. Her credentials include board certification in industrial hygiene (CIH) and Master’s Degree in Public Health from the University of Minnesota. She has an expansive technical understanding of Occupational Safety and Health Administration (OSHA) regulations, Environmental Protection Agency (EPA) chemical management programs under the Toxic Substances Control Act (TSCA), and complex industrial hygiene assessment methodologies. Ms. Waterhouse’s work draws on eight years of federal service as an OSHA Compliance Safety and Health Officer (CSHO), and fifteen years of environmental health and safety leadership overall. Her work is centered on the complex interplay between occupational hazard evaluation, administrative enforcement defense, and risk management. Her rare dual perspective provides clients an insider view of OSHA and EPA enforcement from enforcement and consultation experience. Consulted with a Department of Energy (DOE) laboratory assisting with incident reconstruction of a liquid nitrogen spill event. Work included computational modeling simulation support to determine oxygen deficiency hazards at time points. Industrial hygiene data collection from area ventilation and pressure determinations further supported the work, as did interviews of staff involved in the incident.

Supported development and implementation of national health and safety standards for a Department of Defense (DOD) client. Conducted weeklong health and safety surveys of bases focused primarily with ventilation and dosimetry surveys, surveying as the contract’s program manager. Oversaw staffing, travel, quality, client coordination, and subcontractor performance. Handled federal travel arrangements, budgets, and invoicing.

Worked with occupational health physicians to support diagnosis of occupational lung disease at a countertop fabrication facility. Conducted an OSHA inspection based on a medical referral. Conducted a wide variety of chemical industrial hygiene sampling to determine potential pulmonary disease contributors in the workplace. Presented results at the AIHA conference and published a related journal article in the American Journal of Industrial Medicine.

Conducted an OSHA compliance investigation of a brass plumbing manufacturer after the receipt of a medical referral. Worked with medical staff at an occupational health clinic to assess blood lead levels in machinists employed at the worksite. Conducted lead sampling to support OSHA citations, including Willful citations. Provided litigation support throughout the contest and pretrial process, including depositions and corollary responses.

Designed and oversaw a graduate project at New York State Department of Health (NYSDOH) through the State University of New York’s Public Health Leaders of Tomorrow. The work assessed OSHA workplace violence fatality data to establish trends, identify specific workplace violence programmatic changes, and make NYS policy recommendations.
